Not much of one.
Yes, they will get throttled for a few years but eventually they will start competing and benefit from playing in the better conference.

According to the BE by-laws they would have to be accepted as a football member after their NCAA probationary period. The BE is trying to stall this as long as possible. 'Nova is planning on using some MLS team's 18500 capacity stadium. Both sides represent all that's dirty about the NCAA and college football. The BE wants to go back on their word and slap one of it's founding members in the face. A founding member wants to enjoy the BCS riches without having to put much money into it. It would be a crime if they got into an auto-bid conference when for the last 15 years teams like TCU, Utah, Boise, BYU, Houston, Hawaii, et al tried so hard to get just a small piece of the pie. It's already happened once in the BE when they turned USF from nothing to something overnight but 'Nova is prepared about 1/1000th as much as USF was.
