Here's mine:
West Division: TCU, UNT, UH, SMU, UTEP, Rice.
East Division: Tulsa, Memphis, ASU, UL-M, La Tech, UL-L.
Tulsa takes the championship in the Bad Ass Bowl (conference championship), and the automatic berth to the Lone Star bowl at Jerry World.

Note to Matt:
In your argument for who is worthy of being in this conference don't use enrollment figures.
TCU ranks 10th out of the 13 schools.
edit: make that 11th.

Okay here is how I see the conference shaking down:
Texas Division: UH, TCU (same record, UH wins head to head),UTEP, SMU, Rice,UNT
Non Texas Div.: Tulsa,La Tech, Memphis, U La La, Ark. St., UL-M
Houston wins conference championship in 4 OT for the automatic bid
