My bad...I thought they were entering this year. Upon further review it looks like 2013 is the target date...but yes, TCU would probably scrimmage themselves before playing that game.

The point John is trying to make is that TCU talks a lot of crap about playing the big dog but won't schedule any big dogs and then when there is an offer to play a good school they refuse. In other words you're not putting your money where your mouth is.
And if the Big 10 is so bad why is it such a big deal that you beat one of their teams in the Rose Bowl?

What do you lose by playing them? If you beat them again, instead of Portland St or whoever, you immediately kick-off the year with a case for being a top team. If not, it's business as usual.

If Wisconsin had agreed to a return game TCU would have gone up there to play in September, even though their schedule had already been set. LSU, OU, UVA, and Ark have all agreed to a home-and-home. Why couldn't Wisc do the same? They're spending a LOT of money to build a first-class facility to attract good teams to Fort Worth. TCU would have tried to do whatever it could to schedule the game but it wouldn't be the first game of the season because they already had Baylor scheduled.
What everyone is missing is that this is all pretty much hearsay from a third party. TCU was never officially contacted by anyone from UW. Wisconsin's coach responded to a question that had no factual merit.
