No, they use coaches from every conference. Gary Patterson has a vote. Dickey had one for a couple years. I think they "randomly" choose them every year or so. Some have declined to participate in the past.

They aren't randomly chosen.
The voters are chosen by other coaches every year at the AFCA convention.
