No, an impression is when the banner is viewed. So, I see that you have posted a bulletin with the banner in it - everytime somebody opens that bulletin and the flyer comes on thier computer screen that is an impression.
Nobody has to click it at all.
I realized that the 1000 impression goal was high so I am lowering it. You are kicking ass by the way Frampton. It looks like you have pulled like 35 impressions in half an hour. Keep it up man, it really does help.
