When you worked in recruiting not everybody carried a camera everywhere they went and posted everything on their Facebook.

It wasn't that long ago. There was facebook.
We also didn't cheat, so when people did take pictures they weren't catching us in an NCAA rules violation.
The thing is, its not a major violation, but it was a violation that was blatantly made. There is no chance of this being an accidental or one time thing.

Not disagreeing with you, just saying the world is more connected now than it was 5 years ago.
As far as the possible infraction, the university is investigating and will act on their findings. I believe there is some question of the definition of "personalized jersey" and "game like presentation". Bill Clinton is researching these terms.

Everyone who works in the Athletic department at a university has to take, and pass an NCAA rules test every year. Its very detailed.
To pass that test, you have to know the rules. I've taken the test, and that rule is on it.
If he didn't know it was a violation then he cheated on the test. Even if that is the case, he knew the rule. Its a very important rule in the recruiting landscape.

Haha, actually I am registered democrat since I voted for Clinton in the dem primary in a failed attempt to stop Obama.
I admit my view may be slightly biased when it comes to the Razorbacks.
